Infrastructure Finance Authority Board

The Infrastructure Finance Authority Board is a nine-member independent board with oversight of the Infrastructure Finance Authority and the state's infrastructure activities. Six board members are appointed by the Governor; three are direct appointments.

Erik J. Andersson

Pacific Power
Appointed September 2009
Term expires June 2012

Erik is an economic development manager at Pacific Power. Previously, he worked for five years for Governor Ted Kulongoski and in economic development posts for the state and Jefferson County.

Daniel T. Bradley

Oak Lodge Water District
Appointed September 2009
Term expires June 2012

Daniel has served as the general manager of the Oak Lodge Water District since 2003. Prior to that, he was the general manager of the South Fork Water Board for seven years. He also served on the Oregon Health Division's Drinking Water Advisory Committee for nearly a decade.

Don A. Lindly

Lincoln County
Appointed September 2009
Term expires June 2012

Don has served as a Lincoln County Commissioner since 1991. Don also was a past president of the Association of Oregon Counties and headed the AOC's Economic Development Committee.

Gary D. Neal

Port of Morrow
Appointed September 2009
Term expires June 2012

Gary has served as the general manager of the Port of Morrow for the last 20 years. He also is a board member of the Bank of Eastern Oregon and the Oregon Ports Association. Gary brings valuable and direct experience with infrastructure financing to the board.

Jon S. Nelson

City of Corvallis

Term expires June 2012

Jon has served as Corvallis city manager since 1993. Prior to that post, he served as city manager of Pendleton for eight years. His background brings valuable local government perspective to the IFA Board.

Carol E. Samuels

Seattle-NW Securities Corporation
Appointed September 2009
Term expires June 2012

Carol is Senior Vice-President for Public Finance at Seattle-NW Securities Corporation. Carol also served in a similar position at U.S. Bank of Oregon. She is an expert on financing the needs of public and local government districts and brings a strong understanding of investors' needs to the board.

Terry Beyer

State Representative

Representative Beyer was appointed as Springfield's State Representative in October 2001 by Governor John Kitzhaber.

In 2007, Rep. Beyer was re-elected to serve a fourth full term in House District 12 (Springfield). In the seventy fifth Legislative Assembly, Rep. Beyer served as Chair of the House Transportation Committee and as a member of the Agriculture, Natural Resources and Rural Communities Committee and the Ways and Means Sub-Committee on Transportation and Economic Development.

Laura Lockwood-McCall

Laura is a respected industry veteran with more than 20 years of municipal financing experience in four states. She has been director of the Treasury's debt management office since 2004. She was appointed by State Treasurer Ben Westlund.

Frank Morse

State Senator

Senator Morse was born and raised in Lebanon. After graduating from Lebanon High School in 1961, Frank went on to earn degrees from Oregon State University and Northwest Christian College. Frank entered the Morse Bros. family business in 1972. He has been the Albany Division Manager, Vice President of Operations, Executive Vice President, President and then Chairman. When Morse Bros. merged with MDU Resources Group, Frank continued as President until he retired in 2000.

After retiring from Morse Bros., Frank then focused his attention on a new business, Environ-Metal Inc., where he serves as Chairman of the Board.
